This is interesting. Maybe you can maintain the length of time in which benefits can be drawn, but taper the amount of the benefit as the deadline approaches; that way you have a safety net and less of an 'incentive not to work.'
I'd want to know what the disadvantages to having a shorter length of unemployment are (presumably there are some!); does crime go up, for example?
